No. The supplier lists several power and speed configurations. Up to 52 km/h refers to the highest listed setup in suitable conditions. Check the exact variant before purchasing.
Use it only on waterways where motorized personal watercraft are permitted and where depth, visibility, traffic and weather are suitable. Private lakes and managed riding areas may still have their own rules.
Do not use the 150 kg load figure as proof of two-person seating. Follow the occupant limit and safety label supplied with the exact configuration ordered.
Rules vary by country, state, province, municipality and waterway. Confirm registration, operator education, age, insurance and equipment requirements locally before riding.
